Lisa P. Grant is the Chief Procurement Officer for the U.S. House of Representatives (House). She is the first woman and only African American to hold this position. Lisa is responsible for the comprehensive executive level management in the areas of procurement, purchasing and contracts administration, to include the development and implementation of policies and procedures governing House procurements, purchasing and contracting for Members of Congress, Staffers and House Officers. She recently provided procurement support to the Speaker of the House’s G7 virtual conference. Prior to this position, she served as the Acting Assistant Commissioner for Acquisition Management for the General Services Administration’s, Federal Acquisition Service. Additionally, her over 30 years of service with the federal government as a contracting professional includes working as a contract specialist for the Defense Logistics Agency; a contracting officer for the U.S. Marshals Service; and the Director of Contracting for the U.S. Army Intelligence and Security Command. In 2012, Lisa was ordained a Deacon at Alfred Street Baptist Church. In addition to her Lay Leader responsibilities for Discipleship Group 1, she serves on the Tithe-the-Tithe (T3) Subcommittee and on the Deacon-In-Training leadership team. She is also a member of the Church Council’s Procurement Subcommittee and a member of Sunday School Adult Class I. Lisa is a member of the Northern Virginia Urban League Guild, where she served as Vice President and currently serves as their Chaplain and Co-Chair of the Education Committee. In 2017, she developed the Northern Virginia Urban League Guild’s first free 5-week SAT workshop for underserved students. She continues to plan and execute this program each year. Lisa is a member of Delta Sigma Theta Sorority, Incorporated’s, Northern Virginia Alumnae Chapter. She serves on the Chaplain’s Council, Scholarship Committee, Performance and Arts Committee and Economic Development Committee. Lisa holds a Bachelor of Science in Business with a concentration in Finance from Troy University and a Master of Science in Management with a concentration in Contract Management from the Florida Institute of Technology. She is a Certified Professional Contracts Manager (CPCM) by the National Contract Management; and Association; holds a Level II Federal Acquisition Contracting-Certification. recently completed her certificate in Diversity and Inclusion from Cornell University. Lisa is a native of Tuskegee Institute, Alabama. She is married to Deacon Bernard Grant. They have one son, Nicholas.
