Leslye Sims

Chair of Human Resources

Ms. Sims is an experienced and accomplished focused strategist and leader with 20 + years of federal government experience in human resources.  She serves as Branch Manager of the Program Execution Branch within the Federal Aviation Administration NextGen Management Service Office where she directs a team providing business liaison services to the ANG organization in areas of personnel management; performance management, payroll, awards recognition; workspace, equipment, property management; and information management. She is responsible for providing authoritative advice and guidance to senior leadership on the full range of human resources.

Prior to her current role she has held several leadership positions with in the federal government including Executive Technical Advisor to Air Traffic Management Organization Deputy Vice President, Acting Director Employee Relations Division and Acting Labor & Employee Manager and Senior Human Resource Specialist.  Ms. Sims is recognized as an agency expert and strategic partner providing technical advice and guidance, making informed recommendations on critical agency human resource issues and processes for a workforce of approximately 50,000 employees.  She has extensive experience in development, implementation, and administration of personnel policies regarding labor & employee relations issues (conduct, discipline, performance, drug & alcohol, personnel, employee benefits and reasonable accommodation).

Ms. Sims has successfully represented governmental agencies in third party proceedings to include Pre-Arbitration Reviews (PARS), arbitrations and cases before the Merit System Protection Board. She also has a significant background in dispute resolution, budget planning and controls, organizational performance management, and employee engagement strategies.  She is a certified mediator and often sought after to handle highly complex and sensitive cases.

Ms. Sims is a 2019 graduate of the General Services Administration Federal Executive Council CXO Fellowship Program. This program provides professional development opportunities for the next generation of Federal leaders in acquisitions, finance, human capital, and information technology.   She received both her Bachelor’s and Master’s Degree from Jackson State University.  She has taken several leadership courses and aspires to attend Federal Executive Institute (FEI) in the coming months. Ms. Sims serves on the Advisory Board of the Golden Oaks Memory Care & Assisted Living Care Center Shawnee, KS as the HR consultant.

Ms. Sims hails from Kansas City, Missouri home of the 2020 Super Bowl Champs Kansas City Chiefs! Ms. Sims is an avid tennis player and a huge fan of professional football and basketball attending these events whenever possible.
